is illustrated in Diagram 5-13 and 5-14. It consists of controller, explosion-proof motor and co-axis vane pump. The inlet height of submersible pump i fuel dispenser s 150~250mmm from tank bottom. The motor lead of submersible pump is installed in capacitor box of upper controller. Exterior power supply is connected into junction box of lower controller. After carefully inspection submersible pump and guiding pipe are mounted into 4’supporting pipe through lower controller, upper and lower part of controller are connected with screws in tank. Diagram 5-12: D421 Junction box wiring 2. Submersible pump wring The wiring of submersible pump is finished in controller, power supply and grounding line integrated in junction box that is sealed by rubber gasket. Connect the two black lines of power supply and controller, grounding line being fixed in junction fuel dispenser box. The motor lead, black, brown and blue, respectively, are connected into capacitor box and sealed with rubber gasket. To connect the black lead of motor with the black in controller; brown with one of pins of capacitor, blue lead with the other terminal of capacitor after connecting with another black lead. Diagram 5-13: Installation of controller Diagram 5-14: Controller After connection scrutinize e fuel dispenser lectric wiring and switch on power supply to refuel, inspecting the working state of submersible pump. 3. Fuel dispenser debugging 3.1 It is absolutely prohibited to debug fuel dispenser using water rather than oil or fuel. Debugging procedure of fuel dispenser A universal inspection should be conducted before first debugging of fuel dispenser, eliminating various elements that affect operation, lead connection in particular. Computer display screen and presetting display should be carefully examined as switching on power, lighter in electric box also being check. Starting up suction pump and open nozzle, carefully examine all connection and sealed jointer face in case of leakage and penetration. Confirming each nozzle is corresponded to its produ

A logical nozzle has been selected by a customer and the FP is waiting to be CALLING released. fuel dispenser EVENT DESCRIPTION RELEASE_FP The release can only be accepted if at least one transaction buffer is available. The number of transaction buffers is configured by the contents of the data element Nb_Tran_Buffer_Not_Paid. If a transaction buffer is not available any attempt to release a fuel pump should be rejected with a Data ACK of 6. If the FP is assigned to a CD the FP can only be released by the CD that assigned it. Any fuelling limits and grade masks must be transmitted to the FP before the Release fuel dispenser _FP command is transmitted. The release could be done without any limits with a volume limit (preset mode) or an amount limit (prepay mode). If there are is no unit price available any attempt to release a fuel pump should be rejected with a Data ACK of 6. A Release command will be rejected if the customer has remov fuel dispenser ed an invalid nozzle i.e. one not permitted in the grade mask (FP Data Base Data_Id 25 Log_Noz_Mask). If this situation occurs the dispenser will reject the Release command with a Data_ACK value of 6 (Command not accepted). The FP receives a release and the FP moves to the STARTED state. It is also possible to release a FP locally by a sales assistant (on attendant operated FPs). PCD Comment: As most proprietary FP s only allow one transaction at a time the PCD will have to manage multiple transaction

bill to the Diet, which had been expected later this year. Reformers worry that too many Japanese are borrowing more than they can hope to repay. The fuel dispenser y had hoped for limits on consumers ability to borrow from several lenders and tighter caps on interest rates. Leading consumer-finance firms say that only 7% of borrowers owe money to more than one lender, but because the industry s credit database does not cover many of its 14,000 mostly tiny firms, the true number is probably much higher. The FSA has proposed some changes that will address such worries. Its draft bill would replace the existing muddle of two different maximum lending rates (one of 15-20%, the other of 29%) with the lower of the two. It would also raise capital requirements for lenders and make membership of the credit database compulsory. The row and Mr Gotoda s resi fuel dispenser gnation were provoked by some loopholes that would delay some changes by as much as eight years after the reform s eventual approval. Although the interest-rate cap will be lowered, the FSA has proposed phasing this in over three years. “I would be ashamed to be part of an agency that is lenient towards lenders and protects consumers insufficiently, says Mr Gotoda. What irks Mr Gotoda and others is that f fuel dispenser or a further five years rates of 28% will be permitted on loans of up to ¥500,000 ($4,350) paid back within a year, or on six-month loans of up to ¥300,000. Given that these amounts exceed the average loan, this will in effect allow consumer-finance companies to carry on lending at 28%, while borrowing for next to nothing. At the same time, the proposal has annoyed lenders, who wanted the cap unchanged. The biggest, which include local subsidiaries of Citigroup and GE Capital, are fighting back, even hoping to persuade America s Treasury to intervene. With official Japanese interest rates so low, such high consumer-lending rates may seem curious. Those with the healthiest credit records can indeed borrow for a mere 5-6%. The mass of potential bor
