wing measuring requirements: Instrument of measurement should have a certain tension and not easily be deformed so as to affect the inner cubage volume. Foam and vapor that dissolved in fuel measured are able to be discharged completely whe fuel dispenser n pouring into instrument of measurement. Liquid measured should be discharged after measurement, only a bit being left in container. Valve of instrument of measurement should have reliable sealability without leakage phenomenon as being full of oil. Indicating pipe on measurer should be made of glass without defect on inner diameter so as to hinder observation. Connection between measuring neck and scale should be fixed in order to keep stably relative position. The line on indicating glass should be legible and clear, width being no more than 0.25mm. The inner of measuring neck is depended upon measurer’s accuracy. As for Class II metal standard measurer, the ratio of corresponding liquid volume of per millimeter to measurable volume of measurer is no more than 5×10?. Discharge time of measurer relies on the diameter of bottom valve. It is leaned from experiment that the longer time of unload the less residual liquid left, better promoting measurement accuracy, and vice versa. Thereby, in order to control the tolerance occurred by discharge velocity and time and residual volume during approval progress, discharge condition and pouring-out time is regulated generally that opening fully bottom valve start to count two minutes from liquid dropping, then close bottom valve; or f fuel dispenser ully open bottom valve and close it after 3 minutes. Indicated value generally read out as showed at the bottom of curve in indicating glass. Apart from standard measurer applied in fuel dispenser inspection and approval, there is thermometer or temperature sensor, measured range ?0?to ?0? minimum value 0.2? which used to measure temperatures of liquid that passed over nozzle fuel dispenser vent and in standard measurer. One of purpose to measure temperature is to make modification of

asons it is not going to go away. Because of Labour s abnormally large majorities in 1997 and 2001, there have been only two occasions? the votes on university tuition fees and on foundation hospitals—when the government needed the support fuel dispenser of Scottish MPs to overcome rebellious backbenchers and secure legislation that did not extend to Scotland. With a much smaller majority since 2005, and the prospect of an even closer election next time, Labour s dependence on its MPs in Scotland (who currently number 39) to pass laws that apply only in England will surely increase. The quantity of Scottish ministers in Mr Blair s cabinet is also a growing presentational problem for the government. John Reid, as health secretary, presided over a system different from the one used by his constituents and now, as home secretary, is responsible for England s policing and criminal-justice system but not for Scotland s. At transport, Douglas Alexander, like his predecessor, Alistair Darling, makes policies that have no bearing on the people who sent him to Westminster. Assuming that Mr Brown becomes prime minister, a large part of the manifesto he hopes will persuade voters to confirm him in his job will not apply in his Kirkcaldy & Cowdenbeath seat. Unhappiness with Scottish over-representation is also feeding resentment over the so-called Barnett formula, under which each Scot receives £1,500 ($2,800) more per head in public spending than those south of the border. In a recent poll, 55% of people in England thought it wr fuel dispenser ong for a Scottish MP to become prime minister. What price the union? The Tories purpose in drawing attention to these anomalies may be blatantly party political but the situation is almost impossible to defend. The difficulty, as always, is finding a cure that is not worse than the affliction. At first sight, the Conservative proposal that only MPs with constituencies in fuel dispenser England should be permitted to vote on exclusively English laws seems fair and sensible. Polls, moreover
